A web of corruption,to catch a cop?

In one of the most sinister counties in the UK is my agenda to expose.This county's senior police and legal system have even challenged,and temporarily had a victory with, the then Home secretary.How is it that a small number of mason like police crooks can get away with so many irregularities and criminal cover ups for so long??Not to mention the harment and persecution of an individual who speaks against them.Anyone know of a counties police and judiciary so crooked and what have you (or anyone else) done about it,like to hear of anyone who remembers the West Midlands police corruption in the late 90's?
