Ways to enhance downloading speed for free?

I use Bit Torrent for downloading movies from thepiratebay(doht)org. And I use Frostwire to download music. My movies download at like 280 kb/s max at my house because I steal connection from my neighbor's unsecured router. Lol! But then when I go to my cousin's house I download at 1.3 mb/s to 2.1 mb/s. He says he gets like 8 mb/s which is really fast. He says he has a downloading speed booster, but he paid for it, so is there any out there for free??
