IS ROMANS13:1-6.refering to worldly governments,soliders and police ?

According to many romans13:1-6,shows police ,soldiers and governments of this presant day world to be"ministers of God "well then if this be the case then it would include all past and present governments.lets just see whom you say these "ministers of God " are ! the government of china,iran,afganistan,syria,palestine,an… all others in this world.who are these past ministers.adolf hitler,stallon,sadom husane,the papacy during the dark ages.acording to manys interpretation, these Governments are " ministers of God to thee for good"rom13:4.you cannot say that romans13:1-6,pertains to the u.s.a only. it would include all governments since 60a.d.you cant pick only the ones you like!its all or none!so the taliban were ministers of God?acording to somes interpretation of romans13:1-6 they would have to be.now cant you see that this is not the powers and athoritys it was refering to?no one can kill a human being and be a true follower of Jesus Christ the ONE true GOD. peace.
